Uruguay is that place. A small, orderly, predictable country that turned clear rules into state policy. 03 · Legal security

Your property is yours. No asterisks.

Uruguay's greatest asset is invisible: trust. Here the rules don't change every six months, and a foreigner plays with exactly the same cards as a local.

  • The same rights as a Uruguayan. You buy with no need for residency or citizenship. The Constitution grants you full capacity to acquire real estate.
  • No restrictions. No off-limits zones, no size limits, no prior authorization for foreigners, unlike much of the region.
  • Clear title. The purchase is executed before a public notary, with a title search, and the property is registered in your name.
  • No risk of expropriation. Property rights are firmly protected. That predictability is, today, the true luxury.
04 · Tax regime

A country that doesn't punish those who arrive.

Uruguay designed its system to attract residents, not to scare them off. The points that matter most for someone coming from abroad:

  • An 11-year tax holiday. New tax residents may pay no tax on their foreign-source income during the year they obtain tax residency and the ten following years. From January 2026 the benefit is conditional on making an investment in the country.
  • What you hold abroad is not taxed. Uruguay levies no tax on the holding of assets abroad, and never taxes income or capital gains on real estate located outside the country.
  • A capped wealth tax. It applies only to assets located in Uruguay and above a tax-free threshold (around US$ 300,000 for the family unit).
  • Tax and legal residency are independent. You can be a legal resident without being a tax resident, and vice versa. Each situation is tailored.

05 · No surprises

Neither the climate nor history will catch you off guard.

  • Outside the seismic zone. Uruguay sits on geologically stable ground: no significant earthquakes or volcanoes.
  • Far from hurricanes. It lies outside the path of Caribbean and tropical-Atlantic hurricanes.

Since 2009 an academic hub has brought together more than three thousand students: the CURE of the University of the Republic, CLAEH University —which teaches its Medicine degree exclusively here—, the Catholic University campus, ORT and UTEC. Your children can earn a degree without leaving town.
